Rudolf Papa

Mr. Rudolf Papa holds the position of Advisor to the Minister of Economy and Innovation. He graduated as a lawyer from the Faculty of Law of the University of Tirana. During the years 1995 – 2003 he developed a successful career in the direction and management of commercial activities at the VeVE Group company, reaching the highest level of management of the company as Executive Director of this group. He then contributed to public institutions, where he was engaged at the Telecommunications Regulatory Authority, then the Electronic and Postal Communications Authority (AKEP). From 2013 to 2018 he held the position of Director of the Cabinet of the Chairman of the AKEP Steering Council. 2018-2019 Commissioner, Water Regulatory Authority. In the period 2019-2021 he held the position of Director of the Cabinet of the Minister of Finance and Economy. From 2021 to 1.7.2024 he held the position of Advisor in the Cabinet of the Minister of Finance. From August 2024 to November 2025 he held the position of Advisor to the Ministry of Agriculture and Rural Development. He is very well versed in English, Italian and Greek.
